Belarusian artist, painter and water artist from the town of Orsha, near Vitebsk, who began composing in 1958.

Since then he has created problems and studies that were distinguished in numerous competitions.

Master Palguyev, who became champion of the Fourth Individual Championship of studies of Belarus 1981-84,
